Description

The Title 1, Part C Specialist assists with planning and implementation of the Title I, Part C, and Migrant Education Program. Facilitates the Migrant Education Continuous Improvement Cycle and provides technical assistance to LEA/LOA implementation. May provide or coordinate with the Student Support Specialist to ensure services are provided to pre-school students and K-12 students in non-project schools. Plans and implements special programs and summer services.   

 

Examples of Work

• Assists the Education Service Cooperative in grant completion and submission
• Assist State Director to oversee the LEA’s implementation of Title I Part C, Migrant programs and assists in conducting on-site monitoring
• Assists LOA in the development and implementation of internal procedures and processes for program implementation
• Assists in all aspects of Title I Part C, Migrant Education Program, including identification & recruitment, and service provisions
• Understands the Migrant Education Continuous Improvement Cycle and provides technical assistance to LEA/LOA for implementation
• Prepares reports as required by laws, statutes, and regulations
• Develops and provides training/consultation on migrant program issues and create manuals, materials, presentations and procedures that assist in migrant program implementation. Collaborates/Outreach
• Provides direct professional development to LEA’s migrant staff
• Collaborates with other agencies and other programs within the Department to promote continuity, improve program quality, and foster professional development
• May provide or coordinate with the Student Support Specialist to ensure services are provided to pre-school students and K-12 students in non-project schools.
• Participates in interstate and intrastate coordination to include continuity of instruction, transfer of student records, and coordination projects
• Interacts with professional organizations as appropriate to specific job assignments; works with various school personnel and stakeholders including teachers, parents, institutions of higher learning, and other professional organizations or agencies
• Facilitates the exchange of information and expanded working relationships between federal programs and other groups/agencies
• Support the State Director in assisting superintendents with an infrastructure that will screen potential migrant students through enrollment process
• Assists in the preparation and dissemination of resources, publications, and other communications
• Works in collaboration with Migrant Staff at school districts to conduct parent involvement activities 
• Plans and implements special programs and summer programs
• Possesses a valid driver's license, travels independently, and works in a variety of settings.
• Maintains regular and reliable attendance

 

Other Duties and Responsibilities:
Performs other related support duties as necessary. Attends and participates in state and national conferences, meetings, and work groups as assigned. This position requires extensive contact with school administrators, educators, State Migrant Education Program administrator and staff, the general public, community partners, and ADE staff.

Qualifications / Requirements
REQUIREMENTS: Master's degree in the field of education or related subject area, one year of successful preK-12 teaching or school administration experience in an approved or accredited Arkansas school.
 
PREFERRED: Experience with the Migrant Education Program; Four years of preK-12 teaching or administrative experience in the education of limited English proficiency and/or low-income students; direct involvement (e.g., committee member) in the school improvement process; experience in developing and delivering professional development; demonstrated knowledge of model academic programs for ELLs (English Language Learners) and successful parent/community involvement strategies.  Supervisory experience is preferred.
